Public Health agrees with the findings that it should strengthen its internal controls over the eligibility process to ensure payments are only made to eligible recipients and that all required documentation to verify eligibility is maintained in the recipient's file. Effective July 1, 2010, Public Health's ADAP fully implemented corrective action regarding eligibility documentation and site visits. ADAP is also working with the pharmacy benefits management service provider to ensure payments are only made to eligible recipients. Due to the travel restrictions imposed because of the delayed state budget, follow-up visits and new site visits were put on hold effective July 1, 2010. The state budget was signed on October 8, 2010, and sites are scheduled to be visited to ensure implementation of the corrective action plan and full compliance with ADAP eligibility documentation requirements. 135
