Report 2021-115: School Facilities Program: California Needs Additional Funding and a More Equitable Approach for Modernizing Its School Facilities (Release Date: January 2022)

Recommendation for Legislative Action

To meet school districts' anticipated requests for modernization funds, the Legislature should seek voter approval of at least $7.4 billion in bond authority for the modernization of school facilities.

Description of Legislative Action

AB 75 (O'Donnell, 2021) would have, among other things, set forth the Kindergarten-Community Colleges Public Education Facilities Bond Act of 2022 as a state general obligation bond act that would provide $12 billion to construct and modernize education facilities, as provided. The bond act would become operative only if approved by the voters at an unspecified statewide election in 2022. This bill died on November 30, 2022.

SB 22 (Glazer, 2021) would have, among other things, set forth the Public Preschool, K-12, and College Health and Safety Bond Act of 2022 as a state general obligation bond act that would provide $15.5 billion to construct and modernize education facilities, as specified. This bond act would become operative only if approved by the voters at an unspecified 2022 statewide primary election. This bill died on November 30, 2022.

AB 247 (Muratsuchi, 2023) would, among other things, set forth the Transitional Kindergarten Through Community College Public Education Facilities Bond Act of 2024 as a state general obligation bond act that would provide $14 billion to construct and modernize education facilities, as specified. This bond act would become operative only if approved by the voters at an unspecified 2024 statewide election. This bill is pending in the Assembly.

SB 28 (Glazer, 2023) would, among other things, set forth the Public Preschool, K-12, and College Health and Safety Bond Act of 2024 as a state general obligation bond act that would provide $15.5 billion to construct and modernize education facilities, as specified. This bond act would become operative only if approved by the voters at the March 5, 2024, statewide primary election. This bill is pending in the Senate.
