To ensure that it complies with state laws and its policies related to retired annuitants' employment, Corrections should provide its hiring managers and staff with guidance by June 2015 on including an adequate justification on the hiring form for retired annuitants.

60-Day Agency Response

On 04/03/2015, the following were revised: Retired Annuitant Hiring Approval Form (CDCR 1823), Retired Annuitant Checklist, and Appointment Process Memo, covering form CDCR 1823 (Rev. 04/15) (OPS Attachment 1). The revised forms and memo provide the additional justification, as recommended by the CSA.
