Report 2017-119: California State University: It Has Not Provided Adequate Oversight of the Safety of Employees and Students Who Work With Hazardous Materials (Release Date: April 2018)

Recommendation #11 To: Channel Islands, California State University

To ensure that it receives feedback from employee representatives on conditions associated with their work environments and that it develops appropriate interventions, Channel Islands should ensure that its joint committee meets and fulfills its responsibilities in accordance with the bargaining agreement. If such committee does not exist, it should work with the union to form it by September 2018.

6-Month Agency Response

CSU Channel Islands facilitates a monthly safety committee meetings (SCM) for both the State Employee Trade Council (SETC) and California State University Employees Union (CSUEU). The committees have equal membership from each union and management. The intent of these standing committees shall be to review work safety issues and identify ways for improvements. These SCM meetings commenced in April 2018. It should be noted that the intent of this Collective Bargaining Agreement requirement has been met by facilitating a joint meeting with both unions and management, where safety concerns are discussed and addressed.

60-Day Agency Response

CSU Channel Islands facilitates a monthly safety committee meeting (SCM) for both the SETC and CSUEU bargaining units (unions) that will occur on the third Thursday of every month at 9:00 am, and will have equal membership from each union and management (three persons each from both unions as well as campus Facilities Management). The intent of this standing committee shall be to review work safety issues and identify ways for improvements. These SCM meetings commenced in April 2018. It should be noted that the intent of this requirement of the Collective Bargaining Agreement has been met by facilitating a joint meeting with both unions and management, where safety concerns are discussed and addressed. For your review, we have provided the sign-in sheets for the meetings held to date on April 5, 2018, and May 3, 2018.

Channel Islands did not provide the necessary documents at the time of its response to substantiate its claim of full implementation.
