State High Risk - Federal COVID-19 Funding - Emergency Solutions Grant Program
The audit by the California State Auditor will provide independently developed and verified information related to the California Department of Housing and Community Development's (department) administration of federal COVID-19 funding received for the Emergency Solutions Grant (ESG-CV) program. The audit's scope will include, but not be limited to, the following activities:
- Review and evaluate the laws, rules, and regulations significant to the audit objectives.
- Assess the department's efforts to allocate ESG-CV funds to Continuum of Care (CoC) agencies and to expedite CoCs' access to these funds in order to address the urgent need to prevent, prepare for, and respond to the effect of the pandemic on homelessness, and to support additional homeless assistance and homelessness prevention activities to mitigate the pandemic's impact.
- Evaluate how the department is monitoring CoCs to ensure they use ESG-CV funds in an effective and efficient manner to offset the pandemic's impact on homelessness and to provide long-term solutions for individuals and families experiencing homelessness or at risk of becoming homeless during the pandemic.
- Review and assess any other issues that are significant to the audit.
