Medi-Cal Eligibility Survey

Government Code section 8546.5 authorizes the California State Auditor to audit any agency of the State or statewide issue that we determine to be at high risk for waste, fraud, abuse, or mismanagement or for major challenges associated with their economy, efficiency, or effectiveness. In our December 2025 state high-risk report, we identified the Department of Health Care Services (DHCS) as being at high risk due to issues with Medi-Cal eligibility and are therefore conducting an audit of DHCS. To gain an understanding of the broader Medi-Cal eligibility process, we are conducting a survey of California counties.

The State Auditor will use the survey results as part of our assessment of the DHCS.
