Report 2019-047: Native American Graves Protection and Repatriation Act: The University of California Is Not Adequately Overseeing Its Return of Native American Remains and Artifacts (Release Date: June 2020)

Recommendation #5 To: University of California

To increase the transparency of the campuses' NAGPRA collections, the Office of the President should determine whether its campuses have informed tribes about all known missing remains and artifacts no later than August 2020, and if campuses have not done so, determine an appropriate method of communicating with tribes about missing remains and artifacts.

6-Month Agency Response

UCOP and UC Berkeley have jointly developed a plan for communicating with tribes about missing remains and artifacts.

60-Day Agency Response

UCOP has confirmed that only the Berkeley campus is aware of missing human remains from collections captured in published inventories and for which it is possible that tribes have not been notified. UCOP and UCB will jointly develop a culturally sensitive plan for informing tribes of missing human remains.

Until the Office of the President and Berkeley develop a plan for communicating with tribes about missing remains and artifacts, we will continue to report this recommendation as partially implemented.
